Human tears consist of three components called the lipid, aqueous, and mucin layers. These layers sit in that order between the eyelid and eyeball and represent oily, watery, and mucus components, respectively. 

The thin and oily lipid layer sits against the eyelid and creates a film that slows the evaporation of the middle aqueous layer. By volume, the watery component is the largest part of your tears, able to wash away foreign particles while suppressing infection-causing pathogens. 

The mucus layer provides lubrication over the eye’s surface. It’s a bit thicker in volume than the lipid layer. Your tears require careful balance to perform as expected, and a change in any layer may contribute to dry eye. 

If, for example, the mucin layer underproduces, the aqueous may overproduce to counter the irritation on the cornea. This is a case where dry eye could actually be quite wet as the aqueous layer fights but fails to relieve the effects of decreased lubrication. Similarly, a thinning lipid layer allows the aqueous to evaporate, so your condition does indeed feature dry, scratchy eyes.
